The USA and Kazakhstan (I didn't look up any others) have among the highest per capita incarceration rates (as listed on this site), so if the 0% figure is correct, these countries have enough prison capacity to incarcerate the entire populace.

you will notice that the crime is concentrated in a few metropolitan areas. The rest of the Island is very safe. This is the same all over the world.I have lived in Texas, Oklahoma San francisco California and Puerto Rico and believe me there is good and bad everywhere you go.My recommendation to you.Talk to your hotel personnel ask all the questions about safe areas and where to go. Visit Old San Juan and enjoy the rest of the Island . Go away from the metro area and you are going to have a wonderful time.San Juan is too crowded for me.Have a good trip!

Even if the majority of the numbers on both sides above were off by 40% the U.S. still has the U.K. beat in a majority of categories for lower numbers. Numbers of prisoners in prisons doesn't reflect crime rates directly alone there are several other causes that effect crime rate drastically more than people in prison such as policing, laws, and even the ever controversial abortion effect crime rates more than prison.

You scared me. Utah's only excuse could be that it is mostly mormon.

In other countries, you have disturbed people as well, but they do not have such ready access to high fire power. Incidents recently in Canada and China involved disturbed people attacking innocents - but with a knife and all the victims lived.
No right to guns ever trumps the death of those children. If you must have guns, use the type intended by the original drafters of that amendment - muskets and blackpoweder

The province is really in great darkness.
