Over fifty years ago the United nations included literacy as a basic human right along with the right to adequate food, health care, and housing. According to UNESCO global literacy rates have increased dramatically over the last 35 years. However even today UNESCO statistics indicate that there are still over 800 million illiterate adults worldwide.

Literacy is seldom universal across the whole population. In developing nations the literacy rate of males is significantly higher than that of females. To gain a balanced perspective when comparing countries, literacy definitions should be consulted as these vary between countries.

The very high literacy rates in industrialized countries are misleading, as many adults in these countries have low levels of literacy. The International Adult literacy survey (1998) of OECD countries concluded that 23% of adults had 'very poor' skills. And a further 27% had a 'weak' skills. Both of these groups are defined as having a ”'low level of literacy'

Japan probably has one of the highest abortion rates in the world. The statistics reflect only the reported cases. Not reporting abortions performed is in the interest of both doctor and patient. Doctors refrain from reporting abortions when asked by the patient involved (social stigma, especially in rural areas). Doctors refrain from reporting abortions when paid in cash thus avoiding the tax man. The true number of abortions is estimated at twice the number in the official statistics.

The ranking of countries on this graph would be affected by both the level of participation and the level of achievement as it is for the awarding of the Qualifications. This got me wondering what might have contributed to the obvious educational advantages that females in some nations seem to enjoy.
I compared this graph with the order in which countries adopted female suffrage.


Out of the top 10 countries in this graph 8 were also amongst the first 10 countries to give females the right to vote. The length of time between these two occurances is around 100 years so it would be difficult to draw a direct link.
One could suggest that these countries still have a very progressive outlook on social issues such as equality and education.
An even more obscure link could be that females in these countries got a "head-start" on females of other countries by getting the vote so many years ago.

At that time, they were uninhabited, but the Portuguese began to settle there in 1439. Then, later under Prince Henry the Navigator, the islands were colonized in some part by the Flemish, which is why so many of the people of the Azores have blue eyes and fair complexions. Later settlers included Jewish farmers, Breton, and some Italians, English, and Scots. The island of Santa Maria was the first to be discovered and was where Columbus' crews paused when they returned from their first trip upon discovering America. The islands were named after a bird from the hawk family that was found in the area. The Azores are thought by some to be part of the sunken continent of Atlantis.
During the period from 1580 - 1640, the Azores were occupied by Spain and used as a staging base for the Spanish fleets. The seas surrounding the islands were the site of many a fierce sea battle between France and Spain.

The Azores were declared an autonomous, or self-governing, region of Portugal in 1976.

Traditionally literacy statistics have divided adults into two groups, those who can read and those who cannot. This division is misleading as the level of literacy of adults is really a continuum.



In this study, a low level of literacy represents a skill level lower than that required for successful completion of secondary education.



A person with low literacy may be able to read a little, but will have difficulty filling out forms, comparing data, integrating information and following complex or unclear instructions. Low literacy affects a persons' quality of employment, employment options, training opportunities, financial status, their ability to help their children prepare for school and their ability to access services.

It is interesting to note that 16 of these countries rate in the top 25 for per capita GDP, the only exception being Italy (26th).

This may reflect the fact that people in these countries that enjoy a higher standard of living have more leisure time to do with as they please. It is probably safe to assume also that countries with higher standards of living have a greater number of clubs and organisations based around leisure activities such as sports clubs and hobby groups.


In respect of the top 2, Australia and USA, rural firefighter numbers most likely impact significantly on this stat.
Both of these countries have a very serious rural fire problem. USA alone has well in excess of 1 million firefighters of which around 75% are volunteers according to
www.american-firefighter.com.
Australia has large numbers also, for example in the state of Victoria alone there in excess of 50000 rural firefighters,see www.cfa.gov.au.

Many who would pass the 'literate' threshold may have difficulty with information involving complex tasks or instructions that are not clearly laid out.



In this study, moderate literacy is roughly equivalent to the skill level required for successful completion of secondary education.

Class size indicates the number of students a classroom teacher is responsible for during the school year. Class size should not be confused with the more commonly used pupil-teacher ratio.



Pupil–teacher ratio is one method used to determine the level of resourcing in education. It is calculated from the number of students in a district compared with the number of EFT (effective full time) educators. The number of educators includes teachers with other responsibilities such as school management, pastoral care special education and counseling. For this reason the pupil – teacher ratio is typically lower than the actual number of students in an average class.



To gain a better overview of educational resourcing, other methods including expenditure per pupil and proportion of GDP devoted to public education should also be consulted.
