Background:

Serious crime is not as prevalent in Chile as it is in other South American countries, with just 183 manslaughters committed in 2002 and an overall homicide per capita rate of just 1.7 per 100,000 of the population, a rate that ranks Chile 28th in the world and quite some distance behind South Africa (125) and Colombia (114). The country has the 16th highest total prisoner population globally, of 36,636.
