I was in a somewhat similar situation. I sent my application, photo and passport to a friend in Washington, D.C. and he went in person and renewed my passport. You can also mail it directly to the Ethiopian embassy. If you call the embassy and tell them your situation and they'll tell you what to do.

I am wondering Ethiopian livening on forging country,
if the Ethiopian passport its going to expired, if there is no an Ethiopian embassy or consul the place where they are, also, if they don't have condition to go out to renew the passport what should they do there,
