Interesting..... Norway and Switzerland at the top and Netherlands at 20th place.... hm.. says abit more on legislation than actual drug consumation, doesn't it...?

Colombia USED TO BE a top producer but not anymore. Also, the drug consumption in there is very low.

Yeah, Norway is at the top because it's government is highly efficient in getting criminals.

You need to remember that recorded crime is very different to the so-called "dark figure" that is actual crime.

I am studying the Netherlands and the Dutch language. The Netherlands simply takes a position of "non-enforcement" on drug policies. On the books, it is illegal to possess. It's just not enforced. There is also a hard-line drawn between "hard" and "soft" drugs and how they are enforced.

I'm not clear what exactly is meant by "drug offences'". Does this mean 'offences committed by people under the influence of drugs', including, I hope, both alcohol and illicit drugs? If not, where can I find such data please? Thanks.
