In France and Germany, doesn't secondary education (lycée, gymnasium) run through about age 19, whereas in the U.S. high school is generally over at age 17? So what do these statistics actually tell us about university education?

This table is clearly misleading, if not totally meaningless, as a way of comparing educational standards and attainment. Some of the most highly-educated countries (eg Sweden and Japan) have a zero rating. A note on the significance of the statistic should be added.
