Not sure about other European countries, but in Germany commas and periods in figures are reversed. E.g. "2,5" would be "2.5" [decimal point] in the US. If you take a statistical report written in German and don't know this, then 250 plus some fractions reads as 250-thousand. My guess is, that other countries that high on the list use a similar notation. The author needs to go back to the source and get this straightened out.

It's easy to get 250,969 per 100,000 people if there are repeat offenders, which I feel is quite likely in the drugs world as people like using them.

There is nothing anywhere like more than 1000 drug delict prosecutions for 100thousand inhabitants anywhere in the world and the USA with the 500+ people/100,000 inhabitants is in fact one of the countries which lead the world statistics of drug delict prosecutions.
Important is also the range of penalties. The relative prosecution/penalty rate is highest in the USA where in fact the majority of the prison inmates are there for drug delicts and even most of the drug users in USA are white, the vast majority of the prosecuted are colored - which makes USA the most really racist country in the world. USA is also the state which pays for the drug prosecutions more money than all the other countries in the world combined.
This "statistics" above shows only thing - maybe it is not just drugs that is able to destroy one's judiciousnes...

the reason why is because the US put a criminalization on every deem criminal so therefor its more crimes that in other countries with those low imprisonment

All the numbers cited above that of the US are wrong. The webmasters used absolute counts rather than rate per 100,000 (e.g., Germany had an actual 2002 drug offence rate of 304 per 100,000 people; Canada, 295/100K; etc.).

i would also just like to say something to all those who think that the germany stat is incorrect. 1 it is an AVERAGE! meaning if 100,000 people have 12 convictions, then if there are only...say 200,000 people in the area the statistic will still say that there are 6 offences per person while really it is only half the population commiting any crimes at all. so i ask you...how many drug dealers do you know who havve only been convicted once

Hard to understand the highest figures that show, for instance, Germany....more drug offenses (250,000+) than people (per 100,000 population)..... alarming...I must be reading this wrong. Can anyone explain? It looks as though everyone in Germany has had 2-1/2 drug offenses...this can't be right.

This chart got its figures misplaced. According to one of its cited sources, the Eighth United Nations Survey of Crime Trends and Operations of Criminal Justice Systems, (http://www.unodc.org/pdf/crime/eighthsurvey/8sc.pdf), some of the figures were taken from the annual "counts" section, and put into the "per 100,000 people" section, and some were not.

There is an error in your stats. Norway should be at the top of 'Drug offences (most recent) by country', but because of some mix-ups with '.' and ',' the list gives the wrong impression.

I'm not clear what exactly is meant by "drug offences'". Does this mean 'offences committed by people under the influence of drugs', including, I hope, both alcohol and illicit drugs? If not, where can I find such data please? Thanks.

i agree, i think in many countries maraijuana is legal-probably those with the higher murder rates.
so does that mean in new zealand, are arrested for drug use or are just the estimated people using drugs?

Looks like the countries with the highest rate of drug offences are also those with low murder rates. Does that mean that the police in those countries have more opportunity to deal with drug crime that those in countries where "serious" crime is much more common?

Or perhaps, the percieved hih rate of drug crime is simply because these countries have a much lower tolerance for drug offences. eg Marijuana, which is either legal or ignored in many other countries.

The difference between Norway and Denmark is very telling - they are almost identical in most other statistics.
Contrary to what another poster has conjectured, this difference is not due to the effectiveness of the Norwegian government (200 times more efficient than the Danish? Yeah, right) but rather reflects what counts as a "drug offence" in the respective countries.

In Norway, small amounts of hashis are enough for a drug conviction. Even possession of "drug parapernalia" (such as burnt tweezers) can lead to convictions.

Denmark, by contrast, never prosecute users and rarely small-time dealers.

Since the Danish society has not imploded, what this statistic really tells us is that 99% of these "drug offences" are completely harmless.

I am studying the Netherlands and the Dutch language. The Netherlands simply takes a position of "non-enforcement" on drug policies. On the books, it is illegal to possess. It's just not enforced. There is also a hard-line drawn between "hard" and "soft" drugs and how they are enforced.

Norway, "best in the world",richest, most generous to other countries, most ristricted country for ther oun peaple.
it is hell....it is no funn enny more...i`m 46 no drug (ever), maried, tre kids, and se the way it goes, no hope...
I am moust sorry for may kids.. ther isent enny leagel to do, no smoke (tobakko) no alkohol, (to ekspensive) no funn,
so the drugs, takes over (not may kids yet), and its over.
To mutch regulation, is not for the godd.(sorry for m english)
