I, like Steve, would like to know where these numbers came from. The UNODC website clearly states,
"UNODC would like to thank all contributing states and their corresponding agencies for their cooperation, which made it possible to produce these statistics.
70 countries provided data for the Eighth Survey."

At least 11 countries (including your top result: Spain) are not included in the data set you reference. This leaves the entire data set suspect in my mind. |

Please explain how your list contains 81 countries but the raw data from the survey contains only 70 countries. For example, the survey data contains no entries for Spain and Indonesia? |
