I wonder why do you have this category at all. Additionally, it is not clear if the average considers diplomats, consular officers, administrative staff, or all of them. It is not clear either if the average is against the total number of diplomats or the number in each diplomatic mission. |

Shouldn't the title of this be changed to indicate that the numbers displayed are of unpaid parking tickets in NYC (not across all of the countries' diplomatic missions globally)? |

It's not right to have all these tickets unpaid.
It is also not right that the municipalities are extracting
more money out of parking fines than they extract out of parking fees. That is a conflict of interest. Instead of providing more parking with our money, they don't and just collect fines. Example: http://annoyingparkingticket.blogspot.com |

It is difficult for me to believe that there is anything in the world of less importance than Saudi Arabia having 367 unpaid parking tickets and Israel having 191.
In order for me to even begin to care about such a minescule sum of money for a "crime" like this, there would pretty much need to be no poverty, war, murder, rape, or racism in the world. |

As an Israeli I was able to guess before opening the list that Israel would be in the very top. Let's just say that Israeli politicians (and diplomats for that matter) aren't the most polite and respectful bunch in the world. |
