Look at Israel. That alone should tell you that this is falsely generated data. the OECD data does not show what this bar graph does.

YOU MISSED THE POINT BIG TIME!! THE CORE WORD HERE IS "GDP". AS A BIGGER COUNTRY, ETHIOPIA HAS A MUCH LARGER GDP THAT ERITREA. HENCE, THE 10.8% ETHIOPIA RECEIVES MAKES IT STILL A HIGHER RECIPIENT OF AID.

The dictator in eritrea is the 3rd aid addicted country on earth but have no shame to spend 40 years talking about self relience.
As a result of this, eritrea a small country of 4.5 million people produces more refugees to the world than the whole 53 other African countries combined.
