Sean asked "Why isn't USA on these debt lists?" The answer comes from reading the definition, which is debts repayable in a foreign currency. The US government debt of that kind is 0. Private debt of that kind is very close to 0.
Jason cites the US debt clock of ~$28,000/person, but that is debt plus obligations. The portion of the Federal debt owed to foreign persons and entities is ~$7500/person. The total Federal debt is ~$15,000/person.
An example of an obligation would be social security taxes where the excess over payout is held as an IOU. This is a rational measure of future obligation, but it isn't a debt. For example, last year social security took in ~$15 billion more than it paid out. The US government put a $15 billion IOU in a filing cabinet to note future obligations. The US debt clock Jason cited went up by $15 billion. |

According to the United States debt clock the American debt is about $27,724.08 per citizen. |
