How can China be so low in innovation yet almost everything innovative I buy has a "mad in China" sticker somewhere on it?

Obviously I will have to read the source study to get closer to that answer, but its not hot linked so I'm not sure at this moment that I can get the whole study or have time to plow through it. So if anyone happens to know the answer, I'd love to know! I'm inspecting other countries to move to if the US fails again to provide protection for the health of small business startup founders and employees who cannot afford the increasingly unsustainable costs of health insurance companies. I started a Face Book group called "EmigrateForHealth" if you're interested or have an answer!

the definition of innovation is unclear to me. Units: unitless scale: what does the figure behind the country means?
