Nick, it's as percent of GDP. Hence, Togo spends 8% of its GDP on R&D, but it doesn't have much of a GPD to begin with. You will see a nice correlation for innovation heavyweights here though: Japan/US/Germany/UK/Sweden... |

Somehow, I find it rather difficult to believe that Togo spends nearly eight times as muchon research and development spending as Singapore. |
