Anyone notice that 6 out of the 10 top countries on this list are former Soviet Republics (Russia, Ukraine, Belarus, Latvia, Estonia, Georgia) and 1 of them is a former Eastern Bloc nation (Poland)? Is there a connection among its male citizens having such a high literacy rate to the high standards of education that their former governments established?
