Hardly, Iceland has been competing with Finland for #1 internet usage (per capita) for over an decade (European countries). CIA factbook has a lot of errors or rather outdated data on Iceland and other small countries. Even though it has 2006 next to it, looks more like pre- 2002 numbers to me.

Iceland is rated #1 for internet users per capita at around 86%--yet according to CIA factbook there are only 194,000 internet users out of a total population of 301,931. This would make the percentage more like 64%.

CIA factbook says there are 16M internet users (2005) in Turkey. That means there are roughly 23K internet users per 100K population, please update. Thanks.

These figures are incorrect. 'Per 100,000 people' should either read as 'per 100 people' or as a percentage by population.
