How with 64 473 140 inhabitants in france (and external territorry) you can let a stats of 51 millions people speaking french in france? (source: INSEE 2008)
other example, french is the official language of benin (est pop: 8,294,941 ) and you credited only 16,700 people speaking french.
the majority of newspaper in algeria for example too is in french, but you says only 110,600 persons can speaks french out of a 33 millions+ population....I'm afraid to even think what kind of explanation you've got....

I would like to know the scientific basis for this conclusion, since at least 40% of the estimated 8 million Haitian speak french.
