Ronny Arbuckle isn't used in the United Kingdom...I am native speaker and i've never heard that in the whole of my life in England.

Fred Bloggs is an equally common variant of Jo Bloggs.

Tommy Atkins is the generic name for a soldier, dating from the early 20th century and now becoming less familiar but previously widely used and understood.

IMO the above names are generally true. Most individuals belong to subgroups: job, age, education, sex, sex-orientation, nationality(s),skin color, health, etc.

These sub-groups have other names. Street workers most types call anonymous white men: "JOHNS". In white Australia, I am often called: "Chink", "Wong", ... without any intended hostility.
