Congress lacked any power to impose taxes, and, because there was no national executive or judiciary, relied on state authorities (who were often uncooperative) to enforce all of its acts. Congress is permitted to regulate the manner in which proof of such acts, records or proceedings may be admitted. The United States is a common law country, and courts are obliged to follow the precedents established in prior cases.
