12 "Angry Viewers" were chosen. Through the course of a week they would watch several "brand new" videos and vote at the end of the episode which was the best. On Friday the best video out of the four chosen during the week was chosen and put into "heavy rotation" on the network.
History
The show was on during a period when MTV was being heavily critisized for not playing as many music videos as it had in the past. In an attempt to remedy this problem, 4 shows were created that centered around videos: 12 Angry Viewers, MTV Live, Say What?, and Total Request. MTV Live and MTV Total Request would later be combined into MTV Total Request Live, or simply TRL. Say What? would be turned into a Karaoke competition gameshow and renamed Say What? Karaoke. But 12 Angry Viewers was cancelled. TRL may stand for: Total Request Live: a television show on MTV. Turkish Lira: ISO 4217-code for the currency. ...
Reasons for Cancellation
Most people thought that the show was cancelled because of a lack of new videos to play everyday. This is far from true, since MTV gets hundreds of new videos a week and only plays a few. The show was often criticized for being "snobbish" and "lame". People didn't like the opinions of the 'angry viewers' and the control these 12 individuals had over the videos that were in heavy rotation. Often they would pick videos that wouldn't have been popular otherwise, and lacked wide appeal.

12Angry Men is a Black-and-white film produced in 1957, and tells the story of twelve jurors bound by the acceptance of their civic duty and thrust together into a hot, humid room to determine the guilt or innocence of a boy accused of killing his father in a moment of rage.
It begins with the use of cameras positioned above eye level and mounted with wide-angle lenses to give the appearance of greater depth between sujects; by the end of the film nearly everyone is shown in closeup using telephoto lenses from a lower angle, which decreases or "shortens" depth of field.
12Angry Men was remade for television in 1997 and starred George C. Scott, James Gandolfini, Tony Danza and Jack Lemmon.
