The Constitution of the United States is the supreme law of the United States of America and is the oldest written national constitution still in force.
The former clause prevented Congress from prohibiting the slave trade until 1808; the latter required direct taxes to be apportioned among the states according to their populations.
Congress approved these amendments as a block of twelve in September 1789, and the legislatures of enough states had ratified ten of those twelve by December 1791; they thereupon become part of the nation's highest legal document.
