The teams would play home-and-away matches until the semifinals; the final four teams would move on to the final tournament, whose host was selected after the teams became known.

European Football Championship - Wikipedia, the free encyclopedia (337 words)
The UEFA European Championship is the main national football competition of the UEFA nations.
Held every four years since 1960, it was originally called the European Nations Cup, changing to the name European Football Championship in 1968.
The competing teams are chosen by a series of qualifying games: in 1960 and 1964 through home and away play-offs; from 1968 through qualifying leagues and also play-off games.
MARCO VAN BASTEN - International Football Hall of Fame (1404 words)
It was feared, at first, that he might miss the European Championships, but not only was he the tournament's leading scorer, he was voted World Footballer of the Year, just ahead of Gullit and Rijkaard - an unprecedented sweep of the honours by players from the same club and country.
He was already European Footballer of the Year, an award he was to win three times - (1988, 1989 and 1992) - to equal the record of Cruyff and France's Michel Platini.
European Cup glory beckoned for van Basten in 1989, Milan destroying Romanian Champions Steaua Bucharest 4-0 in the final in Barcelona.
