After the Tampa Bay Mutiny and Miami Fusion were contracted, Major League Soccer distributed their players to the rest of the league by means of an Allocation Draft, in which teams with an excess allocation were allowed to select from their players. Players not selected in the Allocation Draft went into the 2002 MLS Dispersal Draft.

When MLS contracted by two a month ago and held those allocation and dispersal drafts (now known as the New England Project), I got the feeling teams pretty much set up shop for the 2002 season, dealing what they had to deal, taking their best shots right there.
Not when so many in MLS (in the league offices, in the front offices of the two Florida clubs, and on the playing field) have lost their jobs in the past month.
It's pretty clear now that the teams in MLS with salary cap problems are those who've built their core of American players over the years.

Serna was acquired by the MetroStars from Miami in the allocation draft after the Fusion and Tampa Bay Mutiny were folded.
Chronopoulos, the lone remaining player from New England's original 1996 lineup, was an MLS All-Star in 1997 and 2000 with career totals of 16 goals and 14 assists in 119 regular-season matches.
Hernandez, who was drafted in the second round of the 1998 college draft by the Los Angeles Galaxy, started all nine games for the MetroStars this season, amassing two assists.
