Viktor Yushchenko has stated that he may suspend the decree and postpone date of the election in order to approve 10 to 12 bills, including legislation on elections, the opposition, and the operation of parliament.[5]
Political crisis
Leading up to the dissolution of parliament was an eight-month power struggle between the president and the parliament.[6] Ongoing internal struggles between the Coalition of National Unity and the opposition frequently resulted in the opposition boycotting the parliament's plenary sessions. A month before the Presidents decree dismissal Ukraine's Parliament, 11 opposition members supported the Coalition of National Unity (formerly the Anti-Crisis Coalition). The opposition, supported by the president, claimed that this procedure was against the Ukrainian Constitution, which only allows parliamentary factions, and not individual people, to join in coalitions.[7] In fact, some politicians claim that identification cards for voting changed hands,[8] as many deputies do not attend parliament in violation of Article 84 of the Constitution.[9] Alliance of National Unity is the name of the governing coalition of the Party of Regions, the Communist Party and the Socialist Party in Ukraine after the Ukrainian parliamentary election, 2006. ...

The week before the dismissal took place, tens of thousands of opposition supporters gathered in Kiev, demanding that the President dissolve the parliament. This event also attracted a similar number of supporters of Verkhovna Rada's Governing majority, who rallied against the dismissal of Ukraine's Parliament.[11] On April 2, the day he signed the decree dismissing the Parliament, Viktor Yushchenko had a meeting with Prime Minister Viktor Yanukovych and Chairman Oleksandr Moroz. However, they could not agree on a resolution to the political crisis. At 11 PM that day, the President, in a televised speech, announced his decree, which dismissed the parliament and ordered early parliamentary elections.[6] The Rada, however, voted for a motion calling the decree baseless, continued to function,[12] issued orders preventing funds allocation for elections,[13] and canceled the order assigning election commission members.[14] The cabinet, supporting the parliament, has refused to allocate any funds for the new election.[15] April 2 is the 92nd day of the year (93rd in leap years) in the Gregorian calendar, with 273 days remaining. ...
