The third dynasty of Ur reinstalled Sumerian rule after several centuries of Akkadian and Gutian kings (Sumerian Renaissance). It controlled the cities of Isin, Larsa and Eshnunna. The succession of kings is documented from Shulgi (2047 BC short chronology) down to Ibbi-Sin. Shulgi received the throne of Ur from Ur-Nammu who had surplanted the king of Uruk, Utu-khegal. Utu-khegal had unseated the Gutian king Tirigan.

When the Third Dynasty of Ur slowly collapsed in at the end of the third millennium BCE, a power vacuum was left that the larger city-states scrambled to fill.
The last king of the UrDynasty, Ibbi-Sin, had not the resources nor the organized government needed to expel the aggressive forces that were invading from Elam.
