The film is the story of the Italian-American U.S. Army Major Joppolo, who is placed in charge of the town of Adano during the invasion of Sicily. The title refers to Major Joppolo's attempts to replace the 700 year old bell that was taken from the town by the Fascists at the start of the war to be melted down for ammunition. Through his actions, Joppolo also wins the trust and love of the people. He transforms Adano into a democratic town. An Italian American is an American of Italian descent. ... The short-tempered American commander, General Marvin, fires Major Joppolo from his command post in the end.


The character of Joppolo was based on the real life experiences of Frank Toscani, who was military governor of the town of Licato, Sicily after the Allied invasion.

He meets her a few times, but is awkward and embarrassed with her, and his conscience obliges him to inform her that he is a married man: she responds by telling him that she has a sweetheart who went away to fight and whom she has had no news of for some time.
But just as the bell is being hoisted into position and a party is being held to celebrate the Major's success in bringing new freedom and prosperity to the village, word arrives that the Major has been relieved of his post for insubordination and has to report to Algiers for new duties.
The Major bids farewell to Tina, who has recently learnt of the death of her sweetheart, and goes on his way, leaving behind an Italian village which has benefited hugely from the American presence, and whose gratitude to the Major is symbolised in a portrait of him taking pride of place in the Town Hall.

After the invasion the people of Adano are unfamiliar with idealism and have never experienced government based on right and wrong.
Idealism is a culture shock to the people of Adano, and they respond to it with disbelief.
Major Joppolo is an idealist and uses his views of idealism to govern the people of Adano, which ultimately leads to the dismissal of his position of authority over Adano by the American Military.
