ADSEC represents "The Advance Section, Communications Zone", which was formally activated at Bristol in February 1944. This was a U.S. Army logistical agency, the first on the Continent. Upon it's creation ADSEC was attached to the U.S. First Army, and gradually took over the Communications Zone activities. The agency moved forward with the Armies and provided close support. After the invasion ADSEC was detatched from the U.S. First Army and took control of activites at the port of Cherbourg, including the beaches, taking over command of the areas left behind as the First Army moved forward. ADSEC planners expected to obtain from the five ports a total discharge of at least 12,000 tons of cargo a day and hoped for 17,000 tons after the ports expanded to their full capacity.
As ADSEC began the rehabilitation of Cherbourg, on 21 July General Plank established in the city the Cherbourg Command with all the prerogatives of a base section.
By 8 July ADSEC engineers were making optimistic estimates of the daily tonnage that Cherbourg could receive-a port that in peacetime averaged less than 900 tons a day.
Of the $3,270,658, revenues from state and other sources for ADSEC are projected at $1,159,937 with the remaining $2,110,721 to be paid by the member districts of the cooperative.
However, ADSEC is expecting a decrease in the percent of those costs that will be reimbursed from the 31 percent in 2002-2003 to 30 percent for 2003-2004.
With a restructuring of ADSEC in December of 2002, costs and reimbursements to member districts are calculated on a three-year rolling average of a district's enrollment in the LD, ED and CD programs.
