Although intervention in labor disputes was a relatively routine duty for army personnel by 1920, the interventions in West Virginia represented a watershed in the history of the army role in suppressing domestic disorders.
The West Virginia disturbances were significant as they closed a chapter involving extraordinary extra-legal procedures in the domestic employment of federal troops and in effect restored the provisions of the pre-war statutes and the Posse Comitatus Act.
West Virginia, on the other hand, having temporized with the organization of its National Guard, had raised a relatively small volunteer state police force made up of "respectable Mingo County citizens." Major Thompson concluded, however, that in the cases of both Kentucky and West Virginia "authorities have not taken sufficiently active measures.
