Bernhard Forster geht in seiner 2002 von der Philosophischen Fakultät der Universität Passau als Dissertation angenommenen Arbeit von der Einheit des politischen Wollens Stegerwalds aus, ganz gleich ob sich dieses nun eher in der Christlich-nationalen Gewerkschaftsbewegung oder in der Zentrumspartei, ob es sich eher in der Gewerkschaftsarbeit oder in der Parlaments- und Ministertätigkeit niederschlug.
Bernhard Forster zeichnet Stegerwalds Lebensweg ebenso quellenfundiert wie kenntnisreich nach.
Und es gehört zu den Vorzügen der Arbeit, dass Stegerwald keineswegs eindimensional für die Traditionsbildung der Gewerkschaften und/oder der Unionsparteien in Anspruch genommen wird, was nur um den Preis einer Leugnung oder Ausblendung der Defizite und Widersprüche in den Positionen Stegerwalds gelänge.
