AirCare is a vehicle emissions testing program in place in the British Columbia Lower Mainland and Fraser Valley. Drivers are required to demonstrate that their vehicle has recently passed an emissions test before they are permitted to renew their auto insurance. Auto insurance is mandatory for all vehicles operated on public roads throughout British Columbia. The program is administered by TransLink. The program has had some success in reducing air pollution, but has been criticized for the way needlessly-frequent retesting of newer and cleaner vehicles is used to subsidize the cost of testing the older and dirtier vehicles that are the bigger polluters. TransLink replies that, without the revenue from testing the newer vehicles, the testing centers would need heavy subsidies or massive and unpopular fee increases in order to remain solvent.
