Akhil Reed Amar is a Southmayd Professor of Law at the Yale Law School. He is a graduate of Yale College (B.A., 1980) and the Yale Law School (J.D. 1984) and was an editor of the Yale Law Journal. Amar clerked for now-U.S. Supreme Court Justice Stephen Breyer when he was a member of the First Circuit Court of Appeals. He is the author of numerous publications and books. He is a consultant to the popular television show The West Wing and serves on the Board of Directors for the National Constitution Center. The Amar Plan is a plan to reform the presidential election process in the United States to ensure that the President is chosen by national popular vote.
The Amar Plan could be enacted by the passage of laws in as few as 11 states (as allocated after the 2000 census), and without the support of a supermajority of the US Congress (which constitutional amendments require).
The Amar Plan has been adopted by the non-profit group National Popular Vote, which in 2006 embarked on a nationwide campaign backed by a bipartisan group of respected former lawmakers, including John B. Anderson, Birch Bayh, and Jake Garn.
