Alaska Central Express has been locked in a lengthy legal dispute with the Postal Service over the company's eligibility to carry bypass mail, said Bill Patch, vice president of San Diego-based Western States Investment Corp., majority owner of the airline.
Alaska Central Express has been in business since 1988 and has in the past flown aircraft that meet the requirement, Patch said.
Alaska Central Express filed a lawsuit with the Court of Federal Claims in Washington, D.C., which ruled that it did not have jurisdiction.

Alaska Central Express, or Little ACE as they are known in the industry, lost the approval to carry the mail following a decision by the USPS in November that favors the passenger carrier over ACE's all-freight operations.
But according to Alaska Central Express' station manager in Dutch Harbor, Greg Hawthorne, Pen Air is offering the mail at the expense of its passenger service.
Alaska Central Express started flying its Beechcraft 1900 aircraft to Dutch Harbor two years ago twice daily and has added service to the Unalaska Dutch Harbor community.
