He was born in Frugarolo, Alessandria, Italy. He was educated at Seminary of Alessandria. He was ordained on 26 May 1945 after which he worked as a parish priest for a year before continuing his studies from 1946 until 1951 at Turin State University in Turin and then the Pontifical University of St. Thomas Aquinas in Rome where he earned his doctorate in canon law. He then went on to work for the Sacred Roman Rota as an advocate. In 1973 he was appointed Undersecretary of the Congregation for the Doctrine of the Faith. Pope John Paul II appointed him titular Archbishop of Cesarea in Numidia on 5 April 1984 and on the 8 April he was named secretary of the Congregation for the Doctrine of the Faith. He was consecrated on 12 May 1984 in Alessandria, by Joseph Cardinal Ratzinger then Prefect of the Congregation. Congregation for the Causes of the Saints

He remained at the CDF until Pope John Paul named him Pro-Prefect of the Congregation for the Causes of the Saints on 13 June 1995. He was only appointed Pro-Prefect of the Congregation as he was not yet a Cardinal. If the Pope decided to raise him to the cardinalate he would have become full Prefect. This was duly done when Bovonewas created and proclaimed Cardinal Deacon of Ognissanti in Via Appia Nuova in the consistory of 21 February 1998. Accordingly he was named prefect of the Congregation two days later. He died on 17 April of that year, after only being a cardinal for a little less than two months at the age of nearly 76. He is buried in his family's plot in Frugarolo.
