Romero began his musical studies with his father, Rafael Romero. In 1941 he moved to Caracas and worked as a pianist in nocturnal saloons and dance orchestras. In 1949 he traveled to Cuba, and then on to New York. In 1952 he returned to Caracas and founded his own dance orchestra. He then signed a contract with RCA Victor to record with a full orchestra what was to be a very successful Dinner In... series of records, featuring popular Latin American pieces. The recordings took place in Caracas, Buenos Aires, Mexico, Colombia and Rio de Janeiro, with those place names completing the albums' titles. In 1970, together with drummer Frank Hernandez, he established the basis of the "New Wave" rhythm. He lived in London and New York from 1975 to 1977. In 1978 he founded the Caracas Philharmonic Orchestra.
