Previamente, a las 11h00, el comandante general de la Policía, general Jorge Poveda, había renunciado irrevocablemente, argumentando que “no puedo seguir prestándome a ser testigo de enfrentamientos entre el pueblo ecuatoriano”, ante la arremetida de las protestas populares que exigían la dimisión de Gutiérrez.
