The AICTE Act, stated verbatim reads: - To provide for establishment of an All India council for Technical Education with a view to the proper planning and co-ordinated development of the technical education system throughout the country, the promotion of qualitative improvement of such education in relation to planned quantitative growth and the regulation and proper maintenance of norms and standards in the technical education system and for matters connected therewith.

The AICTE is infamous for its untiring and perpetual conflict with Deemed Universities in India. This issue has been a raging controversy since the 1980s when the University Grants Commission or UGC, which is a higher body than the AICTE, started giving the 'Deemed Universtiy' status to exceptional educatuional institutions in India that have proved their worth in the field of education. The unfortunate conflict has taken both the parties to court several times and has been a black mark on the Indian higher educational scenario. Though the universities have succeeded in keeping the AICTE at bay, the organisation has been a source of great resentment in Deemed Universities across India and has, on several occasions caused students to turn to protests. The recent events in some Chennai colleges have been a result of this.
