The survival of small island developing States is firmly rooted in their human resources and cultural heritage, which are their most significant assets; those assets are under severe stress and all efforts must be taken to ensure the central position of people in the process of sustainable development.
Development initiatives in small island developing States should be seen in relation to both the needs and aspirations of human beings and their responsibility towards present and future generations.
Regional development banks and other regional and subregional organizations should also be encouraged to increase their technical and, as appropriate, financial assistance in support of sustainable development in small island developing States at the community, national and subregional levels, including through mechanisms that can provide small-scale grants and micro-enterprise loans.
