Chapter One of the Declaration sets forth a catalogue of civil and political rights to be enjoyed by the citizens of the signatory nations, together with additional economic, social, and cultural rights due to them. As a corollary, its second chapter contains a list of corresponding duties. As explained in the preamble:
"The fulfillment of duty by each individual is a prerequisite to the rights of all. Rights and duties are interrelated in every social and political activity of man. While rights exalt individual liberty, duties express the dignity of that liberty."

1978), the terms of the Declaration are still enforced with respect to those states that have not ratified the Convention.
Rights and duties are interrelated in every social and political activity of man. While rights exalt individual liberty, duties express the dignity of that liberty.
Right to the inviolability and transmission of correspondence
The right to an education includes the right to equality of opportunity in every case, in accordance with natural talents, merit and the desire to utilize the resources that the state or the community is in a position to provide.
The inter-American system for the protection of human rights emerged with the adoption of the AmericanDeclaration of the Rights and Duties of Man in April 1948 – the first international human rights instrument of a general nature, predating the Universal Declaration of Human Rights by more than six months.
In 1969, the guiding principles behind the AmericanDeclaration were taken, reshaped, and restated in the American Convention on Human Rights.
The Convention defines the human rights that the states parties are required to respect and guarantee, and it also ordered the establishment of the Inter-American Court of Human Rights.
