It is located mostly in Northern Virginia, although a short section near the Arlington Memorial Bridge passes over Columbia Island, which is within the city limits of Washington, D.C. It is in two sections, joined by Washington Street (Virginia State Highway 400) in Alexandria, Virginia.
The cloverleaf interchange with the 14th Street Bridge, dating to 1932, is one of the oldest cloverleaf interchanges in the United States.
The parkways on the two sides of the river were originally supposed to be joined by a bridge at the Great Falls of the Potomac River.

The first section of the 64-mile long Beltway (including the Woodrow Wilson Memorial Bridge over the Potomac River) was opened on December 21, 1961; the highway was completed on August 17, 1964.
The Beltway crosses the Potomac River twice, on the Woodrow Wilson Memorial Bridge and on the American Legion Memorial Bridge.
The exit numbers between the American Legion Bridge and Interstate 495's intersection with Interstate 395 and Interstate 95 in Virginia became a continuation of the Maryland exit numbers from the Woodrow Wilson Bridge to the American Legion Bridge.
