On June 4, 1977 he was ordained a bishop. A career diplomat, he has served as Apostolic Delegate to the Solomon Islands and later to Jerusalem and Palestine; Apostolic Pro-Nuncio to Papua New Guinea and Cyprus; and Apostolic Nuncio to Nicaragua, Honduras, Uruguay, Israel, Italy, and San Marino.
