Tajani states that though the draft Treaty presented by Giscard D'Estaing includes many steps on which there has been agreement in the work of the Convention (e.g dual legitimization -- national and European; and recognition of the role of national institutions), it still leaves open several issues which are not of secondary importance.
Tajani also believes that the creation of an area of freedom, security and justice must be accompanied by the elaboration of a statute of fundamental rights of European citizens that "may be implemented in each country of the Union".
