The apportionment of seats among member states in the European Parliament is not strictly in accordance with size of population. Rather, the allocation of seats is based on the principle of degressive proportionality, so that, while the size of the population of each country is taken into account, smaller states elect more MEPs than would be strictly justified by their populations alone. There is no precise formula for the apportionment of seats among member states, rather, the number of MEPs granted to each country has arisen from treaty negotiations. No change in the number of MEPs granted to each member state can occur without the unanimous consent of all governments. The distribution of seats shown in the tables below has been in place since June 2004. The next change in the apportionment of seats is scheduled to occur in January 2007. On 5 October 2004, you made a complaint to the European Ombudsman on behalf of Mrs G. (hereafter "the complainant") concerning the apportionment of the pension of her ex-husband who was an EP official.
The aim of the apportionment is to distribute the rights obtained during the marriage by recognising that the spouses each have a claim on the other to compensate the disadvantage of the one who acquired less pension rights during the marriage.
Parliament however regretted that between the date of the request (2 October 2001) of the apportionment of the pension and the date of the definitive answer (9 December 2002), 14 months have elapsed.

The term apportionment was applied in the federal constitution to the distribution of representatives in the lower chamber of the federal congress between the several states and to the allotment of direct taxes upon the basis of population.
Bentham proposed an apportionment based in part on population and in part on territory, and such a principle was adopted in France in the constitution drawn by the constituent assembly in 1791.
The census of 1797 was assumed as a basis of the apportionment made by the constitution, but it is difficult to reconcile its allotment of representation with the returns of population; Valencia and Granada, with a nearly equal population, having respectively 19 and 2 deputies.
