The Arab Higher Committee was the central political organ of the Arab community of Palestine, established in 1936. It was formed by Amin al-Husayni (who was appointed its president) and Raghib al-Nashashibi, National Defence Party (NDP), along with Jamal al-Husayni, Palestine Arab Party (PAP), Yaqub al-Ghusayn, Youth Congress Party (YCP), Abd al-Latif Salah, National Bloc (NB), Husayin al-Khalidi, Reform Party (RP) and Awni Abd al-Hadi, the leader if the Istiqlal (Independence) Party, who was appointed General Secretary (Levenberg, 1993, p. 7). It was outlawed by the British in 1937 (Sayigh, 2000, p. 8). In November 1945, the Arab League reestablished the Arab Higher Committee as a supreme executive body of Palestinian Arabs in the territory of the British Mandate of Palestine, but it fell apart due to infighting.
In June 1946, the Arab League imposed upon the Palestinians the Arab Higher Executive, renamed into "Arab Higher Committee" in 1947, with Amin al-Husayni as its chairman and Jamal al-Husayni as vice-chairman.
The Arab League immediately recognized the State of Palestine unilaterally proclaimed on November 15, 1988 by the Palestinian National Council.

While the negotiations conducted by Ambassador Eric Johnston with representatives of Israel and an Arab League Technical Committee were in progress, and an agreement was in sight, the Arab Higher Committee for Palestine, headed by the ex-Mufti of Jerusalem, urged the Arab States to reject the scheme and any project connected with Israel.
It is enclosing herewith a map and a detailed account of this scheme which aims at the exploitation of the waters of the Arab countries, in the region of the Jordan River Valley, for the benefit of the Zionist cause and of that of the State of Israel.
The Arab (Higher) Committee is certain that the esteemed Arab States, having made accurate studies of this scheme, share in its opinion regarding the great extent of its danger and the great harm it will bring to Palestine and the neighbouring Arab countries, and consequently, to the whole Arab nation.
