In the late 1980's it became clear that prison overcrowding, and the resultant need to build prisons to house the high volume of inmates, were issues that would not go away.
State of Arizona in 1972, the Department joined a consent decree which modified the Department's disciplinary rules and regulations.
In 1990, twenty-two inmates of various prisons brought a class action suit against the Department alleging they were being denied their right to access to the courts.
