History

Arsenal Gear is located beneath the Big Shell facility, and takes the form of a submersible mobile fortress. Vast in scale, its primary function is to provide a secure haven for a supercomputer called "GW". This is designed to monitor, block, and tamper with Internet communications, in order to further the totalitarian agenda of the "Patriots", their "S3 Program", Selection for Societal Sanity. One of its principal engineers is Emma "E.E." Emmerich, Hal Emmerich's sister. It is said that there are more than one Arsenal Gears, and that JFK at the end comes from one. The Big Shell consists of two central cores, each surrounded by six secondary struts, all connected by bridges. ... To protect and carry a neural network-based computer, "GW," that will be used for testing and enforcing the S3 (Selection for Societal Sanity) Program. Name

The name "GW" may or may not be a reference to George Washington Bridge in New York City, which is colloquially known as GW. Snake leaps from this bridge at the start of the game (and intends to be collected from Verazzano bridge downstream at the end of his mission). It is also theorized by some that "GW" might be a reference to George W. Bush and the "Patriot Act" which arrived during his first term in office (the latter term would also connect to which the in-game group, The Patriots). The connection has been drawn due to the powers the Act is perceived to grant the United States government. However, it seems unlikely that Kojima is trying to make this political statement, given that MGS2's first draft script (Patriots, GW, and all) was completed long before the Act appeared. One of the proposed areas within Arsenal Gear was a temple where the player would've fought against Vamp (in the original plan, Chinaman was supposed to appeared in the filtration chamber in the core Shell 2 instead of Vamp).
