Livermore was born in Waltham, Massachusetts, and attended Waltham schools.
Livermore was president of the State constitutional convention in 1791 and in 1792 was elected as a Federalist to the United States Senate and was reelected in 1798 and served from March 4, 1793, until his resignation effective June 12, 1801, due to ill health.
Livermore was the father of Arthur Livermore, a U.S. Representative from New Hampshire, and Edward St. Loe Livermore, a U.S. Representative from Massachusetts.

Arthur J. Livermore, 45, of Hartland was charged with felony drunken driving in a criminal complaint that says he was stopped for driving erratically early Sunday on Sawyer Road in Oconomowoc.
Livermore subsequently failed field sobriety tests and performed a preliminary breath test indicating he had a blood-alcohol level of 0.144, according to the complaint.
Livermore is scheduled to have a preliminary hearing on the new charge March 14 in Waukesha County Circuit Court.
