The Assembly of the African Union is the chief decision-making body within the African Union. Consisting of the heads of state or government of the member countries, the Assembly meets once a year. The current Chairman of the Assembly is Denis Sassou-Nguesso, President of the Republic of the Congo. Functions of the Assembly
The Assembly has nine basic functions:
determine the common policies of the Union.
receive, consider and take decisions on reports and recommendations from the other organs of the Union.
consider requests for Membership of the Union.
establish any organ of the Union.
monitor the implementation of policies and decisions of the Union as well ensure compliance by all Member States.
adopt the budget of the Union.
give directives to the Executive Council on the management of conflicts, war and other emergency situations and the restoration of peace.
appoint and terminate the appointment of the judges of the Court of Justice.
appoint the Chairman of the Commission and his or her deputy or deputies and Commissioners of the Commission and determine their functions and terms of office.
Decisions of the Assembly
The Assembly shall take its decisions by consensus or, failing which, by a two-thirds majority of the Member States of the Union. However, procedural matters, including the question of whether a matter is one of procedure or not, shall be decided by a simple majority.
Two-thirds of the total membership of the Union shall form a quorum at any meeting of the Assembly.
The Assembly may delegate any of its powers and functions to any organ of the Union
The second session of the Assembly was in Maputo in 2003, and the third session in Addis Ababa on July 6, 2004.
The Assembly of the AfricanUnion, composed of heads of state and heads of government of AU states, is currently the supreme governing body of the AfricanUnion.
The flag of the AfricanUnion bears a broad green horizontal stripe, a narrow band of gold, the emblem of the AfricanUnion at the centre of a broad white stripe, another narrow gold band and a final broad green stripe.
