The city of Avesta received partial privileges in 1641 as a town under the city of Falun. However they were withdrawn in 1688 due to critisism and rough competition from its neighbour towns and did not retrieve them until 1919. Today the city has a population of 16,070 (1996). The city's southern part Krylbo is an important railroad junction between the Hallsberg - Avesta (Krylbo) and the Avesta (Krylbo) - Mora lines. The city is mostly famous for its steel mill owned by the Avesta-Sheffield company.
The most successful sport team in Avesta is their speedway team Masarna, translating to "the men of Dalecarlia", competing in the highest division in Sweden.
Since Sweden is a "country under the Agreement" within the meaning of section 701(b) of the Act, the ITC is required to determine whether imports of the subject merchandise from Sweden materially injure, or threaten material injury to, a U.S. industry.
Avesta contends that it incurred substantial costs to revitalize the assets it acquired, and that these costs are separate from the write-down in the value of certain worthless assets against the 450 mSEK loan forgiveness.
We determine that Avesta's and Sandvik's investment in AST was independent of the series of transactions facilitated by the government in January 1984, and was not directed or facilitated by government action and provision of benefits.
