A balanced budget embodies maintaining a net government surplus, meaning the government takes in more in taxes than in spends. This philosophy is primarily prevalent among fiscael conservatives. This is in opposition to the financial theory of British economist [[1] (http://en.wikipedia.org/wiki/John_Maynard_Keynes)], who encouraged spending at defecit during recessions to encourage economic development with the ultimate goal of improving the economy enough to pay back the debt during times of economic prosperity. FDR's New Deal provides the ultimate example of spending at defecit to encourage growth.
