Belarusian Helsinki Committee (BHC) is a voluntary, independent and non-political social organization. It was registered by the Ministry of Justice of Belarus in November 1995. The organization was harassed by government. Examples are $73,000 fines for allegedly unpaid taxes on money received via European Union Tacis Programme grants (2003, overruled by the Supreme Court in 2004) and criminal proceedings against the officials of the organization.
