The Belgian Official Journal (French: Le Moniteur Belge, Dutch: Belgisch Staatsblad, German: Belgisches Staatsblatt) is the official newspaper of the Kingdom of Belgium. It is not a newspaper in the traditional sense but a medium used by the government to inform the general public of its actions.
Any new law or changes to it made by the government can only take effect once it has been published in the Staatsblad/Moniteur. Other legal formalities about which the Belgian people need to be informed, including activities such as starting one's own business, are also published in this paper. In practice, it a more of an official document than something one would ordinarily buy at a newsstand and read at the breakfast table.
To save money, the paper version of the Staatsblad/Moniteur has been replaced by an electronic equivalent and is available to the public on the Internet.

It is the Belgian judiciary that is dealing with the case, not the Flemish one, because the latter does not exist.
